After Hurricane Katrina devastated the Gulf Coast the U.S. Army Corps of Engineers was given the task of rebuilding and upgrading the coastal levee system.  But public perception of the Corps was very negative, blaming it for the failure of the levee system due to poor engineering in the 1960s.

The Corps called Jim Chester to shore up their rapidly deteriorating morale.  Jim utilized a re-framing technique to help the Corps see that, although mistakes had been made, this current group of engineers was not personally responsible.  In fact, the Corps now had the opportunity to develop a new legacy, one where their care and attention to detail would ensure the success of the project and the safety of New Orleans for decades to come.  The results were immediate and the Corps went on to successfully complete one of the largest engineering tasks in U.S. history.
